Government-led project kicks off.
Back scenes details from the creators’ perspective are depicted.
A comprehensive plan for a joint public-private event. A unified project encompassing comics, novels, anime, and games, aimed at maximizing audience approval.

“This is a project of the highest priority for the Japanese government. Please lend your cooperation.”
“The project finally started. A big project of an unbelievable scale, a crazy project. Kikuchihara asked all of the publishers, animation studios, broadcasters, and other companies related to the Creations for their cooperation.”

“Today’s crowd is different from the usual.”
“Those were the exects. The ones actually doing the work are people like us.”
“This meeting was granted a level of authority equivalent to emergency situations. That woman has enough authority to summon the Administrative Vice-Minister of Defense and the Deputy Director-General of the National Police Agency.”

“The situation is just as I have explained previously. This joint event will require the formation of an alliance of an unprecedented scale between the various companies. This is the first government-private-sponsored event of its kind. Furthermore, it is the only strategy known to be effective for countering an unknown threat. Here is an overview of the event and its schedule. We’ll tell the public that it’s a joint event held by the Ministry of Economy, Trade and Industry for comics, novels, video games, and anime.

ELIMINATION CHAMBER FESTIVAL (SPIN-OFF)
“BORDER WORLD COLISEUM (EPISODE 1)

“The main feature will be an anime featuring characters from the participating stories, called Border World Coliseum. The anime will be broadcast on TV in April and May as 90-minute special episodes. A special promotional video will be shown at the event on July 23, which will decide the outcome. I will do my best to raise the audience’s approval as high as possible.”

“We will also have the creators of each of the stories release spin offs of the stories before the TV broadcast, starting with Matsubara. The stories will all be released on the official website free of charge. We will also expand the series through various types of media.”

Kikuchihara was talking of production of “spin-off” works. Related to the basic concept of fictionality, it is important how “fan fiction” and “derivative works” are to be understood in relation to “spin-off”, especially regarding to the character of Altair.

Voices of dissatisfaction are raised.
“I was able to animate the character two years ago, but now…”
“We haven’t even started the plot and storyboards. There’s no way we can finish on time.”
“The second season of Monomagia is coming up, and on top of that, now this?”

“No way, no way. There’s absolutely no way.”
Kikuchihara decisively shouts, “Please stop talking. I repeat, we will not allow any delays on this project. To put it simply, I’m telling everyone to die.”

At coliseum.
“Are we having a party in this huge place?”
“First, we will unite our stories into one and expand our story through all types of media, including an anime, novel and manga.”
“We’re going to get Altair involved in the story and get her to come here.”
“Is it really going to work?”
“The story will be fabricated so that everything will be displayed on the huge TV screen that will be installed in this stadium. Then our fate will be determined by the audience.

Their production activity stands in stark contrast to the creation process of “spin-offs”. They are trying to integrate all the existing works.
